Message between users
The Message (Envelope Icon) or something similar that we can use internally to send a message to other RMS users through RMS,
Basically when they loginRMS a Message pops up on there screen informing them of whatever information we would like to tell them.

when i click the envelop at the top right corner of my screen.
a window pop us but i cannot click on new message. ??
