I would like to be able to send the email blast to both primary and secondary guest.
You should allow blasts to ALL guests, not just primary. If you wanted to send it to the primary only, you could easily click that button on the In/Out Movements. Otherwise, I have to email each guest individually, which defeats the whole purpose. I have a few couples staying with us that INSIST that they receive separate emails. Please allow email blasts from In/Out Movement to be sent to each guest entered into the system.

Currently available in RMS 9+ is the ability to create the Report Writer Template for sending an eDM campaign that includes secondary guests.
To do this, ensure to select the checkbox in the ‘Options’ section when creating the template.

This still does not solve the issue of sending an email blast to all of the checked in guests at the resort during certain times. I tried sending a blast to "In-House" guests via email and it is STILL sending the email TWICE to the primary guest instead of to each guests. Please let me know if there is something else that I should be doing differently. The instructions of create Report Writer Template are not clear.
